In the districts of Artemis: The Free District of Urnachia
If you’re looking for true freedom from top-down control, Urnachia is where you’ll find it. The locals here hate all authority and decide everything by consensus within their small communities or Urnaves.
Urnaves are like villages but are often made up of people with common interests — such as the Urnave of Astronomers or the Urnave of Artists. As such, it is popular with artists, hippies, vagabonds and drifters of various types.
Urnachia is, unlike other places on the island with similar free-wheeling principles, a mostly peaceful community. Violence is very much frowned upon unless it is being used collectively against someone accused of oppressing the downtrodden.
It can be a difficult place to do business as it is a mostly anti-capitalist society, though the locals do sell artworks to outsiders. And as no one is really in charge, you need to make sure everyone in the Urnave you work in is happy with what you are doing. But similarly, you too will have an equal say in what happens in your village.
While there is no one in charge, every month the Council of Urnachia (open to all) elects a group of representatives to deal with other clans. None of these representatives are allowed to keep their job for more than a month for fear of them becoming the worst fear of all Urnachians — a powerful ruler.
This anti-authoritarian streak sometimes puts Urnachians at odds with the Sisters and the Matriarch. Of all the clans, the Urnachians are the ones least happy with interference from even the highest of powers. But as they are usually allowed to go about their lives at peace, they grudgingly accept the oversight of the Matriarch and the Sisters.
